From 1 March 2021, wood packaging material intended for the transport of certain goods originating in China, India and Belarus will be subject to phytosanitary checks on arrival in the EU at regular intervals.

New phytosanitary regulation

ISPM 15 for International Standard for Phytosanitary Measures, corresponds to the regulation of wood packaging material used in international trade.

It describes the phytosanitary measures to be taken to reduce the spread of harmful organisms present in wood packaging by imposing a thermal or chemical treatment that results in an internationally recognised marking of the packaging. It should be noted that this specific marking is affixed to wood packaging material by professional operators duly authorised and controlled in relation to wood packaging.

Failures noted by the Member States will lead, as of March 1st 2021, to an evolution of this regulation. Indeed, wood packaging materials intended for the transport of certain goods originating from China, India and Belarus will be subject to phytosanitary checks on arrival in the EU at regular intervals.

These checks should take place at the border control post of first arrival in the EU and the operators responsible for importing the goods should, as soon as they have been notified of their arrival, notify the competent authority in advance.

These rules will apply until 31 December 2023.
