At the beginning of the COVID-19, on January 22nd, 2020, there were 555 contaminated people. 5 months later, nearly 5 million cases were reported. (TheGuardian). With such a spread of the virus, the world is looking for medical equipment to fight the epidemic as well as possible. 
 

WHICH PRODUCTS ARE CONCERNED?

The term "anti-epidemic products" refers to 5 major products: medical ventilators, Covid-19 tests, protective masks (medical and non-medical), protective clothing, and infrared thermometers. 

All these pieces of equipment are medical materials, except the masks which can be either one or the other. According to your needs it is necessary to pay attention to the masks you buy and to check the standards accepted for the import of masks from the country of destination. 

China, which was already the leading producer of these products before the crisis, has strengthened its national production capacity, with a daily production exceeding 300 million masks per day (Jieman), compared to 110 million last March! Nevertheless, in order to ensure the good quality of exported anti-epidemic goods, China has intensified and implemented a series of new regulations for all exports of these products.
 

WHAT DOCUMENTS DO I NEED TO EXPORT ANTI-PANDEMIC GOODS FROM CHINA?

As mentioned above, it is already important to identify whether you are exporting medical products or not. In both cases it is necessary to provide the USUAL DOCUMENTS for any export, such as an ordinary cargo ship: 

  • Customs declaration
  • Bill of lading
  • Packing list
  • Invoice
  • Copy of the contract

You will need to add specific documents, depending on whether the property is considered medical or not:

FOR MEDICAL DEVICES:

  • Copy of the sales license,
  • Copy of the production license,
  • Copy of the Medical device registration certificate (with official seal),
  • Copy of the Medical device business registration certificate (with official seal),
  • Proof of the registration information on the National Medical Products Administration (NMPA),
  • Export declaration of medical supplies to certify that the goods sold are compliant with the standards and safety requirements of the destination’s country, downloadable here
  • Product inspection report (manufacturer) from a third-party agency in China,
  • The quality standard of importing country/region,
  • Proof of the registration information on the CCCMHPIE or a test report from the country at the destination as CE for the Europe Union or FDA for the US market ~depending on the region of the customs.

NB: COVID-19 test kits shall provide electronic account No. for export inspection application

FOR NON-MEDICAL DEVICES:

  • Proof of the registration information on the CCCMHPIE or a test report from the country at the destination as CE for the European Union or FDA for the US market ~ depending on the province.
  • Joint declaration of the exporter and the importer fulfilled both by the exporter and importer to declare that the goods meet the quality standards of China or the destination’s countries. The importer shall guarantee the product quality standards stipulated by the agreement are compliant with the quality requirements of the importing country/region and shall confirm it has accepted the quality standards of the products bought, downloadable here.

Moreover, INSIDE EACH BOX PACKAGE/QUALIFIED CERTIFICATE, it is necessary to have in a document written in Chinese with this information: 

  • medical or non-medical product identification,
  • medical device registration certificate number (only if medical product)
  • production date,
  • production batch number,
  • manufacturer,
  • shelf life
  • executive standard (domestic standard)

For medical products trading company shall even provide the purchase contract related to the manufacturer for export Statement
